  • ·         The SEBI Chairman U K Sinha said that it will soon put in place a new set of norms to deal with insider trading menace. This would clearly demarcate innocent mistakes from serious violations committed by top corporate executives and other connected entities while trading in shares of listed companies. It would also provide greater clarity to the company executives, promoters and others on their trading activities. This new set of regulations would replace the nearly two-decade old insider trading norms currently in place and public comments have been invited tillDecember 31 on draft norms suggested by an expert committee set up by Sebi.

  • ·         Aam Aadmi Party leader Arvind Kejriwal was sworn in as seventh Chief Minister of Delhi today. Besides Kejriwal, six other cabinet ministers of the new government were also sworn in at the historic Ramlila Maidan. Interestingly, from 26-year-old Birla to 41-year-old Sisodia, the Cabinet is not just the youngest ever but the first in which all members, including the Chief Minister, are debutante MLAs. The AAP has set a tough deadline for itself as it plans to implement or at least initiate implementation of each of its 18 radical promises — including passage of Jan Lokpal Bill, free water supply of 700 litres per day per family, 50% reduction in electricity tariffs and stripping symbols of VIP culture — in its manifesto within the first two months of coming to power. It hopes to pass the Delhi Jan Lokpal Bill before January 26. Earlier, former Delhi Chief Minister and Senior Congress leader, Sheila Dikshit has welcomed AAP's decision to form government and clarified that Congress' support to AAP is not unconditional but will be for their policies. The BJP said, AAP move to form government with Congress support is compromise of its principles and betrayal of people's verdict. However, AAP leader Yogendra Yadav said: “It could be a one-day government or a 5-year government. The day we are not allowed to fulfill even one of our promises we will walk out.”

  • ·         The government has said that there is no proposal to relax the upper age limit and the number of attempts for a candidate appearing in the civil service examinations conducted by the Union Public Service Commission, UPSC. In the revised scheme the overall number of papers to be taken by a candidate remains the same. The number of optional subjects has been reduced from two to only one thereby bringing down the number of papers from four to two and the number of papers for general studies has been increased from two to four. As per CSE Rules, 2013, a candidate must have attained the age of 21 years and must not have attained the upper age of 30 years may apply for the civil service examination. However, the upper age limit is relaxable upto a maximum of five years for candidates belonging to Scheduled Caste or Scheduled Tribe categories and upto a maximum of three years for OBC candidates.

  • ·         The Bombay High Court has held that the remarriage of a widow would not deprive her from getting compensation for the accidental death of her first husband. Previously, the accidents tribunal had refused compensation to the wife on the ground that she had remarried, although it awarded the same to the victim's child. The Tribunal awarded his family a compensation of 30 lakh rupees. However, on an appeal, the high court increased this amount to 66.98 lakh rupees along with interest observing that calculations were not proper and there was a rise in income.

  • ·         The Supreme Court today held that no approval from the Centre is required by CBI to prosecute senior bureaucrats in Court-monitored corruption cases. The ruling clears the deck for the agency to prosecute bureaucrats allegedly involved in the Coalgate scam. The apex court passed the order in one of the applications filed in coal blocks allocation scam, seeking the court's direction to do away with the provisions of prior sanction of the Centre in cases monitored by the court. The Court had, earlier, expressed its reservation over Centre's stand on mandatory sanction to investigate senior bureaucrats in all corruption cases. It said that such statutory provision would hamper judicial power in court-monitored probe like in the Coalgate case.

  • ·         Bihar has fared the worst among nine Naxal-affected states in implementing the Integrated Action Plan (IAP), a centrally-assisted project for fighting Maoism with accelerated development. The State utilised 70.62 per cent of the total 705 crore rupee fund given by the Centre till November. The IAP projects are being implemented in 11 worst Naxal-hit districts in Bihar. The Planning Commission is implementing the IAP in 82 selected tribal and backward districts for accelerated development.

  • ·         The Lucknow Bench of the Allahabad High Court has ruled that the Uttar Pradesh government cannot withdraw terror cases without the Centre's consent. The court said that most of the accused were booked under central acts. The High Court order came after the state government withdrew terror cases against 19 men accused in terror strikes in 2006 Varanasi serial blasts and the serial court blasts of 2007. The withdrawal of terror cases against those described as innocent youths of a particular community, was one of the biggest political commitments of the party.

  • ·         Goa Crime branch  of police has pressed additional charges against Tehelka founder editor Tarun Tejpal, accused of sexually assaulting a woman colleague. The officials interrogating Tejpal said that additional charges were invoked after statements of the victim, witnesses and going through the CCTV footage of the hotel where the alleged incident took place. Shoma Chaudhary, the former Managing Editor of the weekly magazine, recorded her statement yesterday before the Chief Judicial Magistrate of Goa in connection with the case.

  • ·         Prohibition of Employment as Manual Scavengers and their Rehabilitation Act 2013 comes into force from today. The Law prohibits the employment of manual scavengers, the manual cleaning of sewers and septic tanks without protective equipment, and the construction of insanitary toilets. It also provides for rehabilitation of manual scavengers and alternative employment for them in a time bound manner. Construction or maintenance of insanitary latrines has become an offence now. Also, under the law each local authority, cantonment board and railway authority is responsible for surveying insanitary latrines within its jurisdiction.   • ·         Prime Minister said market-based pricing and technology are essential for meeting India's energy needs. Speaking at the 8th Asia Gas Partnership Summit in New Delhi, he said India, which currently is world's seventh largest energy producer needs to increase its energy supply by 3 to 4 times within the next two decades. Also, India is currently the fourth largest energy consumer behind US, China and Japan. To bridge the gap between supply and demand, Dr. Singh said the government is encouraging domestic and global companies to explore onshore and offshore regions. India, which imports about 80 per cent of its oil needs and more than half of its natural gas requirement, has market based pricing for crude but sub-market rates for gas. Further, the Prime Minister inaugurated online, the 1000km Dabhol (MH) – Bangaluru (KA) Gas Pipeline connecting South India. It has been constructed at an investment of Rs 4,500 crore. The pipeline passes through Belgaum, Dharwad, Gadag, Bellary, Devanagere, Chitradurga, Tumkur, Ramanagaram, Bengaluru Rural and Bengaluru Urban districts. Speaking on the changing energy scenario in the world, the Prime Minister said the discovery of shale gas had brought about a “sea change” in this context and India was hopeful of discovering shale gas reserves.

  • ·         The Supreme Court has issued notice to the Centre on a plea of the victim's father in the December 16 Delhi gangrape case. The petition says, the juvenility of an accused needs to be decided by the criminal court, not by the juvenile justice board. The petition sought re-trial of the juvenile in a fast track court under the provisions of the Indian Penal Code and the Code of Criminal Procedure.

  • ·         Duration of relation, shared household and pooling of resources are some of the guidelines (out of 8) the Supreme Court has framed for bringing live-in relationship within the expression 'relationship in the nature of marriage' for protection of women under Domestic Violence (DV) Act. Bench said that pooling of financial and domestic arrangements, entrusting the responsibility, sexual relationship, bearing children, socialization in public and intention and conduct of the parties are some of the other criteria to be considered for determining the nature of relations between parties.

  • ·         For the first time, the government is doing a headcount of businesses run by members of the transgender community. The exercise is a part of the sixth economic census that counts the number of establishments in the country. The issue had cropped up during national level discussions where some states and activists sought this data. The aim was to get a gender dimension of entrepreneurship, said a government official. Besides counting the number of establishments in the country, the economic census also collects data on the identity of the owner of the establishment. These include parameters such as gender, social group or caste — Scheduled Caste, Scheduled Tribe, OBC and others — as well as the religion of the owners. The results of the sixth economic census started last year are likely to be released early next year. The results of the economic census will help in analysing the economy for policy planning as well as planning to revisit the structure and parameters of national accounts, annual survey of industries, etc. The last such exercise was carried out nearly a decade ago in 2005.

  • ·         Recognising that health indicators are generally poor in the country’s tribal areas, the government has decided to develop a national framework and roadmap to improve the appropriateness, access, and quality of health services among the tribal population. The expert committee (chaired by Abhay Bhang) will prepare strategic guidelines for States to draw up Programme Implementation Plans, including model District Health Action Plans for tribal health based on tribal health issues and diseases burden, and review the available health data with a view to maintaining a regular database specific to tribal health. As per the 2001 Census, the tribal population was 8.43 crore or eight per cent of the total population, with over 90 per cent living in rural areas with poor social indicators. North-eastern States have the highest tribal population followed by Chhattisgarh, Odisha, Andhra Pradesh, Gujarat and Madhya Pradesh. Infant mortality, maternal mortality and neo-natal death figures are unacceptably high among the STs because of lack of healthcare infrastructure, low literacy rates and sometimes traditional practices.

  • ·         Maharashtra leads in Foreign Direct Investment (FDI) inflow. From 2000 to 2012, out of the total FDI flow into the country, a whopping 33%, amounting to $61 billion, reached Maharashtra, as per the data provided by the state industries department. In comparison, Delhi, NCR, Uttar Pradesh and Haryana together accounted for FDI worth $35.4 billion in the same period. Most of the FDI was in the services, telecommunication, metallurgy, power and computer hardware and software sectors. The maximum FDI of $70.9 billion came in from Mauritius, followed by Singapore ($18.4 billion), the UK ($17 billion), Japan ($13.83 billion) and the US ($10.8 billion). State industries department officials say Gujarat saw a drop of 43% in the quantum of FDI inflow in 2012-13. Also, it ranked sixth among states in attracting overseas investments in 2012-13. Gujarat is said to lag behind Maharashtra, Delhi, Tamil Nadu, Karnataka and Andhra Pradesh in terms of FDI inflow. The state has also seen development of second-tier towns — Nashik, Aurangabad, Nagpur and Kolhapur — as industrial centres. These are apart from Mumbai, Thane and Pune, which are already established industrial centres.
