3G roaming illegal: DoT

  • In a move that would hurt mobile operators providing 3G services, the Department of Telecommunications (DoT) has asked these operators to terminate their roaming agreements, which were in violation of licence norms.
    • The DoT is also likely to impose penalty on these operators for violating 3G licence norms.
  • In the 3G spectrum auction held earlier this year, where the government fetched over Rs.67,700 crore, no private operator managed to bag pan-India licence, thus barring them from offering nationwide services. 
    • Reliance Communications, Bharti Airtel and Aircel bagged the highest number 13 circles in the 3G auction.
    • Subsequently, Bharti Airtel, Vodafone Essar and Idea Cellular entered into a roaming agreement to use each others' networks for providing pan-India 3G coverage.
    • Similar agreements were also entered into by Tata Teleservices and Aircel, which they later terminated.
  • On the other hand, the three operators — Bharti Airtel, Vodafone Essar and Idea Cellular — have written to Prime Minister Manmohan Singh demanding refund of spectrum auction payments if such 3G roaming is disallowed.

Re-voting on Bill allowed as a special case

  • The government on Thursday faced embarrassing moments in the Lok Sabha when it had to seek a re-vote on a Constitutional Amendment Bill following confusion among the members over the voting procedure
  • In an unprecedented move, Speaker Meira Kumar ordered a re-vote as a special case but said it should not be quoted as a precedent.
  • The amendments would ensure accountability of management of cooperatives and provide for deterrence for violation of the provisions of the law
  • It is expected that provisions in the Bill would not only ensure autonomous and democratic functioning of cooperatives, but also enhance public faith in these institutions.
  • The Bill seeks to make the right to form cooperative societies a fundamental one by insertion of words ‘cooperative societies' in sub-clause (c) of clause (1) of Article 19.
  • The changes in the Constitution would empower Parliament, in the case of multi-state cooperative societies, and State legislatures, in the case of other cooperative societies, to make effective laws for running of such institutions.

Simplification of procedures sought for commercialising biotech products

  • The need of the hour is to introduce carefully-drafted industry-friendly and proactive policies in the biotech and healthcare sectors to tap into the $100 billion outsourcing opportunity to enable foreign and domestic players to set up shops here, said Assocham
  • Though the availability of the requisite talent pool, specialist pharmacists and scientists, state-incentivised educational programmes had helped in the growth of biotech and healthcare sectors in south India, it was necessary to introduce policies by providing incentives that would attract local and foreign players to set up shop.
  • Complex regulatory procedures, lack of good quality infrastructure, rigid labour laws, scarcity of scientific personnel with experience in manufacturing biotech products, Intellectual Property Right issues and complicated clearance procedures for commercialisation of new biotech products were some of the problems faced by the industry

M.P. dam oustees seek safe future

  • The girls participated in a two-day fast and a rally here taken out by hundreds of tribals who fell in the “submergence zone” of the Omkareshwar Dam
  • the oustees submitted a memorandum to the Chief Minister demanding that the hundreds of tribals who were affected be rehabilitated, resettled and allotted land as per the Relief and Rehabilitation (R&R) policy.

TTD plans Balaji temples across country

  • In a bid to tackle overcrowding at the Tirumala hills as well as please devotees across the country, the Tirumala Tirupati Devasthanams (TTD) is planning to build Venkateswara temples at various places.
  • After recently opening an information centre at Amaravati, Maharashtra, the TTD is contemplating building a temple in Mumbai to cater to the needs of devotees from Maharashtra. The temple may come up at Navi Mumbai
  • Another temple for the Lord of Seven Hills is planned on the sea shores of Kanyakumari.
  • While the proposal to get a statue installed at Kurukshetra, Haryana, is yet to be finalised, the TTD has received another offer to get a temple consecrated at Gole Market in the heart of Delhi.
