State PSC: Rajasthan plan for 2012-13 Finalized

The Annual Plan for the year 2012-13 for the state of
Rajasthan was finalised
- The plan size has been agreed at Rs. 33,500 crore.
- Between
2004-05 and 2009-10, the state has raised 42.8 lakh people above poverty line
registering a decline of 9.6%.
- Against the total national decline of
BPL population by 5 crores, Rajasthan accounts for 8.6%.
Tax revenue has grown by 26.46 per cent in 2010-11 which is better than most
States.
- Fiscal deficit has been brought down to 2.20 in 2011-12.
- Planning Commission would have major focus on water
management during XIIth Plan period and to bring the issue to national focus it
has proposed a meeting of the Chief Ministers in near future. It was suggested that state like Rajasthan should take a lead in
introducing legislative measures for water regulation.
- It was pointed out that Petro-chemical
sector needs promotion. Effort should also be made to fully exploit immense
tourism and art and craft potential.
- State has put before it 13 targets for the next plan which include
removing imbalance between water demand and availability, improving employment
opportunities and infrastructure deficit.
- The Chief Minister pointed out that as part of its inclusive growth strategy,
the State Government has decided to transfer funds, functions and functionaries
of five major departments to pnachayati raj institutions. These include
elementary education, agriculture, primary health care, women and child
development and social justice and empowerment. He said funds have been
allocated separately for SC/ST and OBC in every head of plan expenditure.
- He
said the Government has set for itself a target of providing safe drinking
water to 50 % of rural population affected by quality and all uncovered
population in urban areas at affordable prices.
